We are not certain of the background to your question. We understand from one of our linked sites that a celebrant (Leader) of any church can be registered. Leaders in specified churches don't have to apply, but those in others do.

As to the issue of the priesthood of all believers, that is another theological issue. Surely it is very important that marriages are carried out by legally recognised individuals to protect the rights and responsibilities of both parties. To protect the dignity of the service and of marriage itself, it is important that the celebrant has some experience and knowledge of carrying out such ceremonies. Most churches have some system of leadership and it is that leadership that would be expected to apply to be a registrar.
